6/13/2006PUBLIC SAFETY REVIEW COMMITTEEA motion was made by Skidmore, seconded by Scott, to RECOMMEND TO COUNCIL TO ADOPT - REPORT OF OFFICER After public comment, the Madison Police Department (Capt. Snyder, Officer J. Sweeney, Management Info Specialist DeMotto, Chief Wray) made presentations and/or gave comment along with written material on the Department's position supported by statistical information (in favor of the verified response ordinance). The only alarms this ordinance deals with are the motion-detection type and there would be no impact on those alarms activated by persons (fire, panic, etc.). For the period of January - May 2006, 100% of the residential alarms have been false and 99.64% of commercial alarms have been false. Not only is this a financial drain on the police department but it takes officers out of service to do work that may be of greater importance. Jim Keiken of the Fire Department reported that the City Attorney's Office (J. Zilavy) is working to update and rework existing ordinance language (5.08, 6 and 34) to have verbiage relating to false alarms pertinent to Fire fit in with regulations for building codes, fire inspections etc. Member comments included: the public is paying for a private service which is only benefiting a small percentage of residents, this is not a punitive measure but a good first step with fine tuning to continue, the issue is not about safety, security, etc. but about the need to reduce the large number of false alarms, a better and higher use of limited police resources is desired, etc. The motion passed by the following vote:Pass
