| Notes: This resolution is scheduled for the Common Council on 4/17/07. Since the 4/11/07 EDC meeting was cancelled due to inclement weather and because the EDC was involved in the joint BOE and EDC subcommittee it is important the EDC had this rescheduled meeting to comment on it before it goes to Council.
Mark Clear explained the 3 changes by the subcommittee and EDC to the original policy: 1. Changing the definition of "local" to include the 8 county Regional Economic Development Entity (REDE) area, 2. Eliminating the rebid opportunity if within 3% of the out-of-area bidder, 3. Changing the 3% bid award to a 1% for a local firm.
He explained the Mayor's Office addition to the policy that adds a reciprocity agreement to encourage other municipalities to get on board with a buy local policy of their own. This change is supported by the EDC.
Question: How does the reciprocity work? Only one city has to have a reciprocity policy for the entire county to be eligible?
Answer: First the county must be in the REDE area. Then if a city in that county has a reciprocity purchasing policy the entire county that city is
located in is eligible.
Andrew Statz, City Fiscal Analyst explained when this resolution is adopted there will be a four-month time lag before implementation to allow City staff to work out the details of the policy and to set a date for the one-year report on the operation of the policy. He also clarified there is not an automatic indexing of the $5,000 and $25,000 thresholds in the administrative purchasing guidelines. These will need a separate resolution to be changed anytime in the future.
