1/9/2007PUBLIC SAFETY REVIEW COMMITTEEA motion was made by Scott, seconded by Bell, to Refer to the PUBLIC SAFETY REVIEW BOARD Mike Scott asked why books were not part of the original list of items in ordinance. Ald. King explained that many items were added as they became "hot commodities." Chief Davenport noted that there was no fiscal note included for implementation by the Police Department. He also noted that the department is currently 18 months behind in data entry of items from current list (pawn shops). Would like a fiscal impact study done. King said that 3 textbooks could amount to a lot of money and how does one distinguish between textbooks and regular books. The ordinance language can be refined: go back to City Attorney for a redraft and buy into the textbook classification rather than a dollar surrogate. Mike Smith stated that a control on stolen commodities market is good but further study on this subject is needed - check how other communities are combatting it. A motion to take a look at how best to approach the problem including a fiscal note was made with the thought that it could be on the March agenda. Amy Smith added that there should be language concerning the definition between textbooks and books, that the fiscal note should be a stand-alone add-on for Police (not to include the cost of the 18-month current backlog) and that the ordinance should collaborate with second hand bookstores in the study about how best to address the problem of stolen books. 4/10/2007PUBLIC SAFETY REVIEW COMMITTEEA motion was made by King, seconded by Skidmore, to RECOMMEND TO COUNCIL TO ADOPT - REPORT OF OFFICER The Substitute (authored 2/6) was not in Legistar and therefore members did not have it. King went to the Council Office to get this and on motion by Skidmore, seconded by Bell it was unanimously approved to table item until King returned. Upon King's return item was introduced on unanimously approved motion by Skidmore, seconded by Smith. The Substitute Ordinance was distributed, King stated that the University Bookstore was already in compliance with this; Underground was mixed. A/C Davenport said the Police Department supports the ordinance in theory (conceptually) but does not have the staff to do the work (current 18 month backlog). It is hoped federal grant funding for an electronic pawn system can be obtained; this would be made easier if bookstores also used scanning for their record keeping. There are probably 50-100 stores engaged in the sale of secondhand items in the city and the police department receives a wide range of compliance. There are currently five Wisconsin counties looking at a regional system. Federal grant funds are usually tied to gangs, drugs or guns and it may be difficult to receive funding for an electronic pawn system. There is a strong link to drugs, though, since often property is stolen and sold to get cash for drugs. The motion passed by acclamation.Pass

Any valid college, university, or technical school identification card." at the end of section "(a) Identification".; Add "9. This ordinance is effective July 1, 2007" at the end of the ordinance.
